About Non-Constitutional Bodies (NITI Aayog, NHRC, CBI)

This quiz is meant for students preparing for the IAS examination and other competitive tests, and for anyone who wants to understand the bodies that help run Indian governance but are not named in the Constitution. It deals with the non-constitutional and non-statutory bodies, such as NITI Aayog, the Planning Commission it replaced and the National Development Council; the statutory bodies set up by ordinary laws, such as the National Human Rights Commission, the Central Vigilance Commission, the Central Information Commission, the Lokpal, the National Green Tribunal and the National Disaster Management Authority; and the special case of the Central Bureau of Investigation, which rests on a government resolution and borrows its powers from a 1946 Act. When complete it will have one hundred and twenty carefully checked questions, arranged in five packs of twenty-four.

Every question has four options, and the correct option can be in any position. After each question there is a detailed explanation of more than five lines, in simple Indian English that a school student can follow. The explanation gives the law or resolution that created the body, the year it was set up, the important numbers such as terms of office and the size of each body, and the points that examiners like to test, such as the difference between a constitutional body, a statutory body and an executive body.

The five packs cover, in order: NITI Aayog and the history of planning in India; the National Human Rights Commission under the Protection of Human Rights Act, 1993; the Central Bureau of Investigation and the National Investigation Agency; the Central Vigilance Commission, the Central Information Commission and the Lokpal; and the other important non-constitutional bodies, from the National Commission for Women to the Zonal Councils.

A few questions in the first pack carry a photograph of a government building or of Parliament, only to set the scene; the picture never gives away the answer. Every fact has been checked against the text of the relevant Act and against standard reference books on Indian polity.
