About Parliament of India: Structure & Sessions

Article 79 tells us that India's Parliament is made up of the President and two Houses, the Council of States, known as the Rajya Sabha, and the House of the People, known as the Lok Sabha. The Rajya Sabha is a permanent body that can never be dissolved, with about one third of its members retiring every two years after a six-year term. The Lok Sabha, in contrast, is directly elected by the people, and normally lasts only five years before facing fresh elections. Both Houses have their own rules about who can become a member, covering age, citizenship, and other qualifications, along with clear rules on when a sitting member can be disqualified.

Parliament does not sit all year round. The President summons each House to meet, and by rule, no more than six months can pass between the last sitting of one session and the first sitting of the next. In practice, Parliament usually holds a Budget Session, a Monsoon Session, and a Winter Session each year. Every sitting needs a minimum quorum to proceed, and the President can prorogue a session or dissolve the Lok Sabha entirely once its work, or its term, comes to an end.

Each House has its own presiding officer. The Lok Sabha elects its own Speaker and Deputy Speaker from among its members, while the Vice President of India serves as the Rajya Sabha's Chairman, with a separate Deputy Chairman elected by that House itself. These presiding officers keep order, decide many important procedural questions, and the Speaker in particular plays a special role in certifying Money Bills and controlling anti-defection cases under the Tenth Schedule.
