About Parliamentary Committees & Forums

Parliament cannot examine every Bill, budget demand, and policy question on its own crowded floor. Much of its real, detailed work instead happens inside smaller bodies called Committees, and inside informal platforms called Forums. This quiz covers both in depth.

Committees are broadly of two kinds. Standing Committees are permanent bodies that work on a continuous, year-round basis, reconstituted every year or with every new Lok Sabha. Ad hoc Committees are temporary bodies, created for one specific task, and they simply cease to exist once that task is done.

Standing Committees themselves cover a wide range of work. Some, like the Committee on Petitions and the Committee of Privileges, exist to enquire into specific complaints. Others, like the Business Advisory Committee and the Rules Committee, manage the House's own everyday business and procedure. Still others, like the Committee on Subordinate Legislation and the Committee on Government Assurances, exist to scrutinise and control how the executive actually behaves. A final group, called House-Keeping Committees, look after practical matters like the Library and Members' own accommodation.

Ad hoc Committees include the Select and Joint Committees formed to examine a single specific Bill clause by clause, and Joint Parliamentary Committees, or JPCs, formed to investigate a specific major issue, such as a financial scam.
