The Delhi Cabinet approved the second amendment to the Delhi Solar Energy Policy, 2023, on 1 September 2026, to expand rooftop solar installation for domestic consumers. Under the amendment, domestic consumers with an average monthly electricity consumption of up to 400 units in FY 2025-26 can get rooftop solar systems of up to 3 kW installed at zero upfront cost, subject to technical feasibility.

The scheme combines the Centre's subsidy of Rs 78,000 with an additional Rs 78,000 capital subsidy from the Delhi government, and the Delhi government will also cover the difference between the combined subsidy amount and the tendered cost of the solar plant, ensuring eligible consumers do not have to make any initial payment for installation. The existing electricity subsidy will continue for eligible consumers: those using up to 200 units a month will continue to get a 100 percent electricity subsidy, while also benefiting from the electricity their own rooftop solar systems generate.

The Chief Minister said the Delhi government has set a target of installing solar systems on 2 lakh 30 thousand rooftops by March 2027. The Chief Minister also said the Delhi Solar Policy will give a fresh impetus to the Centre's own "PM Surya Ghar" vision of free rooftop electricity for households nationwide.
